Alfred Zebi
OSACO Africa Office Director
An Ivorian national, Alfred Zebi has extensive international experience as a lawyer initially based in Paris, advising governments and private entities. He then acted as general counsel for an advisory entity attached to the Presidency of the Republic of Côte d’Ivoire, advising extensively on large-scale public and private partnership projects. Then, in his role as Senior Legal Advisor at the African Development Bank (AfDB) he worked to reform the administration department and procurement procedures and led internal investigations for the AfDB.
He then joined the UNDP in New York as an Investigation Specialist within the Audit and Investigations Office before returning to Côte d’Ivoire to work as an independent consultant in 2012. He joined OSACO in 2017.
Alfred undertakes investigation missions for OSACO, working notably for international NGOs, working mostly as a lead investigator, or supervising investigations. Alfred’s focus is primarily on French-speaking countries. Due to current global trends, his investigations tend to be increasingly related to sexual abuse and exploitation, even though he remains a specialist in fraud and procurement-related investigations.
As an African, and a French speaker, Alfred’s extensive knowledge, personal experience and awareness of cultural nuance mean that interview subjects confide more easily in him. This combined with more than 20 years of investigative experience and a network of contacts on the ground make him an invaluable and highly effective professional investigator. Alfred is based at OSACO Africa’s offices in Abidjan, Cote d’Ivoire, which allows for quick deployment without visa requirements in most cases when he is needed on the ground in Africa.
